Yes they can be decrypted. No that doesn't mean they can be pirated.

This is good. I'm almost ready to buy a DSi. Never felt a need to upgrade until now. I'm still going to wait until something tangible comes out of this.

Latest version of NUS Download already works perfectly with this. It just needs to be renamed to "dsikey.bin" first (as opposed to "dskey.bin", which is what the tool names it)

The problem I have with NUS downloader is that it fails with downloading the TMD.bin

Are you sure you have the file named "dsikey.bin" and no "dskey.bin"? Because having "dskey.bin" would cause a hash fail.
 
Anyone else notice a similarity to this key and the TitleID of the latest wii homebrew channel? They have had this for quite a while.

Yes, the last eight numbers of the HBC TitleID are the same that the first eight numbers of the Common Key!
It seems that Team Twiizers gave us a clue lol
