Test of English for International Communication. It's relatively unknown to most parts of the world other than a handful of Asian countries (and France I think) as most use TOEFL (Test of English as a Foreign Language) for testing foreigners for their English proficiency.

EDIT: btw, proper title should be ALC de minitsuku. ALC (???) provides training material for the TOEIC and I think provides the test too in Japan.
