Hey, I've been poking around at the save file data and figured out most values for things (i.e addons, demons, compendium, party, etc) and managed to add-in the Durarara characters to the compendium!

I've only tested it with my save file [NA], so make a backup in case it doesn't work for you.

To do so, all you need is a way to dump, edit and import your save.

    1) Open file in your hex editor of choice
    2) Go to 2BB0 and insert (overwrite do not make the file larger) this:
    FF FF 22 01 FF 37 2D 03 00 00 14 0E 0F 1C E2 01 AC 00 81 82 83 61 62 63 58 00 00 00 00 00 00 00 FF FF 23 01 FF 41 2D 03 00 00 18 1A 12 11 0A 02 1A 01 87 88 89 67 68 69 5A 00 00 00 00 00 00 00 FF FF 24 01 FF 3C 2D 03 00 00 1E 05 1E 0F E1 02 2D 00 84 85 86 64 65 66 59

2b) Or do it manually (follow the attached picture, colours are:
    Dark Pink: enables; Green: level; Cyan: Speed; Blue: Move; Pink: Exp; Orange: Stats;
Dark Green: Hp; Light Purple: Mp; Purple: Command; Brown: Passive; Grey: Auto) DS.png

    3) Go to your compendium and there should be a new tab saying Exotic where the 3 characters are

    HOLY SHIT

This proves my theory that all the SpotPass "DLC" wasn't DLC and was already in the game and probably still present even in the English version of the game, just hidden in the files.
I'm also baffled that this is 100% translated, just like the unobtainable outfits in Bravely Default.

Most games are like this and I find it a pretty shitty tactic of getting more money :/

It's especially shitty since the durarara characters were only released for a week at a time, yet they were only unlocked in the code.

They either A) just translated it so it would be translated or B) planned on releasing it English but didn't get the permission or thought it wouldn't sell well (which is irrelevant because it already exists in the code).

Knowing how this goes, usually translators work independently from programmers and basically translate the entire thing given to them, and then it's programmers that lock out things if need be. Hence why it's sitting fully translated in the game's code.
For more examples see Dragon Ball Fusions or Bravely Default.

Here's my save file. My main save is the 1st one.

Remember, this is the US version.

I've edited the 1st save file so try using that one, I've tested it on my game and it worked fine.
If it doesn't work message me and I'll try to figure out why.

Had a friend of mine create a save injector based on Annarasumanara's findings.

Credits for the injector go to a friend of mine going by the name SlowpokeVG.

There is but one necessary requirement for this to work:
    - You MUST have unlocked the Compendium.
It's very important that this condition is met because if not it can potentially mess up your save.

    How to use it:
    1. Extract your Devil Survivor 2 Record Breaker save with JKSM (JK's Save Manager), which you can easily find online if you google for it.
    2. Move your extracted save to PC.
    3. Drag and drop your desired save onto the Injector .exe - for example if your save is in first slot ingame, then the one you want is the file named "Save0.dat". Save1 corresponds to second slot, Save2 to third slot, Save3 to fourth slot and Save4 to fifth slot.

It should then modify the save to unlock the Durarara!!-exlusive content which is 3 new characters.
After that all you will have a modified version of your original save with "-edited" suffix. All you need to do is rename it to remove the suffix, replace your original save (I suggest backing it up just in case) and then reimporting this modified save with JKSM.

Has anyone else had issues with JSKM freezing and not exporting their save properly when trying to select DS2:RB? It doesn't do it for my other games, so I'm not sure what the source issue is.

Is it possible to also unlock the rest of the spotpass stuff through hex as well?

Yes, the spotpass demons are the same. I haven't really touched this in a while since school but I'll take another look and get the values for them.
