That AP doesn't apply to the CIA AFAIK.While I would say I don't see why not, there's the issue of the AP measure for HHD. It'll be interesting, but I doubt it'll be too long before someone figures out how to so you can extract yours from the new console you buy so you can use it on all your emuNANDs.

It's probable, I guess it simplifies mass-installation of games. yeah, but they also dont like codes as then people have a choice if they want to sell the code.....and heaven forbid people having the choice to resell their game ....but yeah universal CIA's are probably much much easier to deal with for making pre-installed games, and lets face it for people to be able to install them they have to have a hacked 3DS anyway so the damage is only from people installing them and reselling the console with "13 games preinstalled"....but those same people could just offer the console with 100 games if they explain how CFW works to the buyer, so i doubt there is even much damage thereIt's probable, I guess it simplifies mass-installation of games.
