Hacking "Download Later" download now not working

So, uuh.. I decided to set a few games to "Download Later" on the eshop, and when I click "Download now" (so i can get the smaller stuff downloaded first) It tells me to update the system...

I'm using 11.0 A9LH Sysnand with the latest Luma nightly...

Did you delete any system titles? Try updating the system and seeing what happens.

I never mess with the nand, and when i update it just says "the system is up to date"...
but just putting the 3ds in sleep mode downloads fine

I asked this before, and i was given this. Sadly it's been closed before it were resolved. I think this is a serious problem.
