A Wii U can handle connecting both to a DS for the vWii games that utilized the feature like Pokemon Battle Revolution, as well as to a 3DS for games like Sm4sh and Monster Hunter 3 save transferring. Clearly the ability for the devices to see each other is there. But as far as I can tell, any DS VC game just acts like there is no component within it capable of connecting wirelessly to any network be it local or online. I imagine it's possible in the right hands, hell, Nintendo made GB VC games on the 3DS able to link up wirelessly, but of course they know the hardware better than anyone, if anyone could make such a thing happen it would be them. Still, I got a feeling that someone out there in the Wii U modding scene might be able to make something like this actually work.
