Hacking CIA to 3DS Save transfer?

Just a quick question. I know the eshop saves are supposed to be encrypted and wont work on another 3ds. Just curious if I had a save from lets say a Persona Q CIA that I downloaded and I converted it to a .3ds save. Would it still not work on my new 3ds when I went to load it there?

With a little work on your part, certainly.

Just dump your J save, and your U save, and then take the contents of your J save and copy it into the U saves folder.
