Are you talking about the sysnand or the emunand.
I was talking about sysnand but higher than 4.5, but I looked more into it and you can use 9.2 with rxtools so Im guessing I could install the cfw?
You can't downgrade a 2DS. There is certain compatibility issues with older fws that never existed on the 2DS. Namely the issue of the wifi module. The 2DS lacks a physical wifi toggle switch. Instead there is a software based one accessed from home menu. I don't think older FWs had this so you would run into trouble with this if you downgrade a 2DS. There's a reason Gateway didn't allow 2DS downgrading. I suggest you give up on it.

Wait your not trying to downgrade to 4.x? If you are trying to downgrade to a fw the 2DS has been on before, that's possible. You just make a backup of your current NAND using the gateway menu. Then go back to it when you need to. That isn't any different from a normal 3DS.
By the way you don't need a gateway to use their system nand backup/restore tool. (To restore a nand backup, you hold D-Pad up while entering the downgrade menu)
You download that using the including program that comes with rxTools. Not sure why you are using rxTools for downgrading. rxTools doesn't currently modify sysnand and only injects things into emunand right now.
