You can if you have one from a region with multiple languages. 3DSs from the Americas have English, French, Spanish and Portuguese so you can change it. Japanese 3DSs only have Japanese, so you can't change the language.
So far, cearp "developed" a method to change your region so in theory you could do that in the future, but for now we're all stuck in japanese.
