Gaming can i download 3ds content w/ android?

ok, I just got my 3ds the other day, and I cant connect to guest wifi w/ it. it can see connections, but just doesn't connect.

so I was wondering, if there was a way, that lets say I wanted a dlc, or something from the e-shop, If I could download it w/ my smartphone sometime and just transfer it over,, hell is there a way I can even see what's in the e-shop using my smartphone??
