ROM Hack Blasters RCC cheats not showing up in Luma

I created a folder called "00040000001CEB00", which I have seen in two sources as the title ID for RCC in the USA, and put a txt file called cheats.txt with a code in it. I went into the rosalina menu, and it said "no suitable titles found". I recently formatted my 2DS XL, do I need to update Blasters for this to work or am I doing something wrong?
