closest you'll get to running a batch file on the Wii is using a bat file to compile a binary which then be run on the wii. Topic closed (wish I had mod rights right now, lol, jks jks).
No, I think the closest is to use dosbox ;)

Thanks for pointing out Lua for Wii, SifJar. Will definitely use it.

Lua is pretty safe, it doesn't have any NAND accessing features I'm pretty sure.
I don't know what kind of things Lua is capable of, but be careful testing new code on a wii without bootmii @ boot2
It seems that no one will know what to do with this "Lua" it looks more complicated that learning C and Delphi and it has very few examples and documentation.
Even DeadlyFoez might find it hard to use :)
There are several substantial Wii homebrew games written purely in Lua. (Guitars on Fire and NewoShooter). It's not a complicated language, plenty of people know how to write stuff in it. There is plenty of documentation if you take a minute to look. There is a folder full of it in the download with Lua for Wii, and there is plenty more on the internet for Lua generally.
