I am looking for a WBFS manager meeting the following requirements :

    1. No installation needed. (i.e. greenware)
    2. No extra system request. (e.g. .NET framework, C+ runtime,... etc.)
    3. Run properly on XPSP3 of different languages. (e.g. chinese XP)
    4. Basic functions with Delete-bug fixed. (of course)
    5. Have batch installation of ISOs.
    6. Can make game channel wads (with ocarina enable option).
    7. User friendly. (subjective, I know)

    Thanks !

Alright well i know of two that can do 6/7 of those

    1. No installation needed. (i.e. greenware) -Just Unzip
    2. No extra system request. (e.g. .NET framework, C+ runtime,... etc.) -Not to my knowledge
    3. Run properly on XPSP3 of different languages. (e.g. chinese XP) -It runs on English XP so it will be your experiment to see
    4. Basic functions with Delete-bug fixed. (of course) - Yes
    5. Have batch installation of ISOs. -From Computer to WBFS yes however not from the WBFS HDD to Computer
    6. Can make game channel wads (with ocarina enable option). -It exports the HBC and you can use a forwarder to arrive here
    7. User friendly. (subjective, I know) -This is relative

It is called WBFS Intelligent GUI and can be found at WBFS Intelligent GUI

Another one that i have had good experiences with but is very lightweight and i know for a fact will work without any net framework or so on is called PrixMgui (If you do need this the search button will help i cant seem to find the topic atm)

and they were both found here on GBA Temp i will Edit with the links
