Is there a way to do cross-region download play / local multiplayer with out of region consoles?

I have a European new 3DS and a Japanese new 3DS LL, both with Luma3DS and Godmode9 hacked using http://3ds.hacks.guide. When trying either local multiplayer and download play with a European version The Legend of Zelda: Tri Force Heroes in the European new 3DS as the host, or local multiplayer with the the Japanese new 3DS LL as the host, the consoles will not see each other. When trying download play with the Japanese new 3DS LL as the host, the game just crashes with:

The European new 3DS has the game installed from a CIA, while the Japanese new 3DS LL has the game cartridge inserted with its language set to EUR-ES with Luma Locale Switcher in order to have the game in the same language as in the European console.

Edit: This thread from 2016 says it is not possible, but I am hoping for an update.

I think I want to install homebrew or CFW, but I am not sure how to even start.
I have a 3ds I bought 2nd hand in 2014, already with gateway (blue and red carts). So I really have no idea what modifications were made to the console to begin with. I just know how to make the red and blue carts boot.
I haven't played for years, but recently rediscovered it and saw that many .3ds files do not boot. So I have been googling how to update gateway and in this site i discover that gateway is abandoned. The best option appears to be to install a CFW, but how do I start, without knowing the modifications that have been made to the 3ds? I have also read that to be able to use the gateways cartridges i need to keep the firmware at or below 11.2. The words sysnand and emunand are used, and i am unsure what they are.

Is there any guide that is at my level of noobness, and that can explain how to go from using gateway to cfw?
Will I still be able to use the gateway flashcarts or are there better ways to store the games once i use cfw?
If i can still use the gateway carts, how do i use them?
Can I still play nds games the same way I have been playing with gateway?

Thanks for bearing with me, I have seen some guides, but they go over my head, and the ones that deal with gateway all seem to start at a point where some form of cfw is already installed. Sorry if I am asking stuff that is easy to find.

If you had to do something to boot them, then don't worry as nothing was installed permanently in the console that you have to uninstall. You can just follow https://3ds.guide as written.
We can give you more precise advice if you tell us what firmware you're on.

Please describe this a little more. The ambient light in the video is much too bright. I can't even really see if the blue power light turns on – and even less if the screen backlight is active.

If it is "Blue LED on → off → nothing" this means boot.firm not found or not usable. Try

(black screen, backlight should be active though):
  • Try accessing GodMode9 by holding (Start) while turning on.
  • Try without micro-SD:

It just has DS games on the SD card as well :(
Tried copying some.3ds files onto it but no-go
I've softmodded the wii plus a few PSPs before ( few years ago now ) to some success
I've checked the firmware on the 3DS and its on 9.90-26E
Whats the best solution for playing 3DS ROMS on it?
Is it softmodding or finding another R4 card that's compatible with them ?
Sorry for the seemingly daft questions but I was up late last night and confused myself with so many options

You just picked up a 3DS for your son and got really lucky! Hopefully you won't need this one →:(
An old firmware which can be opened in seconds and one of the best R4 flashcarts available. Nice.

Refer to guide and use try the Soundhax path for your old firmware. If this does not work (sometimes failed because of ?? no idea ??) you can either update to the latest version and use Seedminer or open your R4i Gold 3DS Plus and switch it to “N”(trboot).

Flashcarts for 3DS ROMs are pretty expensive and considered to be obsolete by most forum members (you will not get much help here with Sky3DS+ or Stargate 3DS because of this). Installing custom firmware is free and has more possibilities than 3DS mode flashcarts. 3DS software is installed in the form of .CIA files to the console SD.

In any case https://3ds.hacks.guide/ is your best friend for installing 3DS CFW. If you never read the guide it may look overwhelming and loooong… but it is very easy and a step-by-step guide. If you have any further questions or problems: Just ask.

Oh. Sorry! This is not the one I expected. I don't know all of the R4 clones out there. R4i Gold 3DS Plus looks different. You are not supposed to open this one (no switch inside). It could still be compatible with ntrboot but is not preflashed like the cart I meant. It would require manual flashing (all on the guide).

I recommend trying Soundhax first though.

Again: I'm really sorry. There are too many different R4s.

If its like a small file it may fit on the 3ds nand. but reading / writing from there is going to create a issue where it could fry the nand faster as opposed to reading / writing from a sd card.
Btw I'm talking about normal cia games install to internal memory. I am asking this cuz I couldnt found an answer. Cant we install 3ds game cia files to internal memory?

Boot Godmode9 press the home button and select scripts then GM9Megascript then Scripts from Plailect's Guide then Setup Luma3DS to CTRNAND wait for the process to complet and see if this fixed your issue

No, you cannot. The internal memory is only for DSiWare games. No current program will allow you to install normal 3DS games to the internal memory, and even if you figure out a way, say with an old version of FBI, you'll just get black squares on your home screen and odd behaviour. You won't be able to play it.

This does not sound good. Popping sound when turning off usually means a hardware component is not found or does not respond properly (mostly ribbon cable issues). Hardware troubleshooting the N2DSXL is harder than the other models. Things to try:
  • Turning on while shell is not fully opened (only to the first click or even less).
    • Don't try booting a 100 times when hardware issue could be the reason. The immediate ("violent") shutoff is not good for the motherboard.
  • Check if all ribbon cables are seated properly (or if any cables and/or connectors show obvious damage).
    • Refer to the ifixit guides.
    • N2DSXL requires a triwing/tripoint screwdriver to open and the shell is "clicked" together.
    • When separating the two halves pay attention to the cables that are still connected to the motherboard.
Such problems can occur after accidentally dropping the console or spontaneously (wear and tear). In my collection is an example for the latter case. A lot of usage has damaged one of the ribbons going to the upper screen assembly over the years. The O3DSXL will not turn on when fully opened (and make popping sound) or will turn the upper screen backlight to the maximum regardless of the settings.
A few days before the real problem "cannot turn on" occurred I had a lot of random crashes (ErrDisp) while playing.

Comment: Replacing the upper screen on the N2DSXL is hard (they used a lot of glue).
