If you want to run just homebrew, use RPwnG. If you want to install CFW, use one of the following methods:
soundhax doesn't worked on 11.5.0.38U ..... what else I can install in order to play n3ds sound system ?

You can't. There was a new userland exploit released called RPwnG, that's the only way I'm aware of to run homebrew on 11.5 at the moment. Or go the whole nine and install CFW.
how am I going to install RPwnG ? I want is install to play in order I can used PKHEX and JKSM system

go to the eshop and get Rpg Maker Player then you use RPwnG

also while you are in the eshop get steel diver (so you can have a more reliable homebrew entrypoint)
search steel diver subwars on eshop its also free, once you have homebrew you can install steelhax which is more reliable than rpghax
You can't use RPwnG to install CFW. You can only use it to run homebrew. Look at my above post for how to install CFW.

I had no trouble using NTRBootHax and my R4 card. I've already fixed a few 3DSes and hacked a few with it, easy peasy.
