That method is such a hassle that I am surprised that more than a single digit number of people has bothered to use it.

It's very useful for people who have friends with A9LH already installed, or for people who have an old3ds already hacked and buy a used New3ds which was already updated to 11.0 by it's previous owner.
If you are the first one within your friend group to start using homebrew and hacking the 3ds, then the DSiWare downgrade method won't really do you any good because you will have no way to install DSiWareHax onto the game, and thus it won't do you any good unless you actually want to play the game.
