It is a part from the game which will be installed. You dont need the .cia anymore when the game is installed
You can then recompile it and what you deleted will be deleted in the CIA.
What can I delete from the RomFS that won't make the exploit not work?

I asked a question here how do I access the Homebrew Launcher with Rei-Six.
SCOTT0852 said steelhax which worked.
I decompiled the CIA, and there is RomFS containing graphics & code.
My question is:
What can I delete from the RomFS that won't interfere with the exploit?

Install the homebrew launcher wrapper. You can find this in the finalizing page from the guide. The romFS has nothing to do with any exploits. Have you really installed cfw on your 3ds?
i think what he means is that he wants to use a older exploit to use homebrew launcher
he can just install 11.3 3ds sound and use soundhax or lust use the hbl cia

Did you even look at my original comment, or my sig? I have custom firmware. I know the RomFS has nothing to do with the exploits. Rei-Six can't use the launcher wrapper, it is meant for Luma's feature where any app launches the 3dsx file on boot.
So it can only use Steelhax.
And no, it CAN'T use the hblauncher_loader.

Really? I was pretty sure I heard somewhere it had been patched in a more recent firmware...
The payloads don't seem to be downloadable anymore though since iirc they're on github, which no longer supports the 3DS (in most cases, anyways)

Yeah, I have the correct payloads, for my version and region, and the app says it can't download a payload.
I put them in the right place, inside the hblauncher_loader folder with the name:
hblauncherloader_otherapp_payload_OLD-11-9-0-42-EUR.bin (the github page says this as an example path:
"/hblauncherloader/hblauncherloader_otherapp_payload_NEW-10-1-0-27-USA.bin"
and I got the right payloads and renamed it accordingly)
I also copied it and renamed it to otherapp, and payload.bin and placed all of the bin files on the root and in the hblauncher_loader folder.
Still doesn't work.
Tried with all versions of the project.

you havent been able to in awhile

i put them in sdcard root

the github page says this as an example path:

Seems to be outdated info.
On my system it works with the payload renamed to just "OLD-11-9-0-42-EUR.bin" placed inside a folder named "hblauncherloader".
The loader's version is 1.3 (latest).

Ok, it sounds like several other issues going on here.
I tested the FIRM protection recently (Latest Rei-Six/Fastboot releases off github) and after updating to 11.9 had to reinstall fastboot. For info: There does seem to be an issue/firm protection is possibly broken (?)
