Even 1 single frame is ok(We can slow down the speed to like nothing), But broken ribbon cables + bootrom error is not really a good thing

I just tried to take a picture of my 2ds but when I turned it on it made a noise and it turned off without displaying any numbers

If the problem doesn't come from the screen, does that mean the console is brick?

Yes, the console is bricked since you said you saw a blue screen with bunch of numbers.. but there is a second problem the cables of probably the screen
