Just get a bigger SD cardand tranfer everything over from the 16gb.Mines 64gb and can download any size game. Just add to the install folder and hey presto!! I presume we are talking about the WiiU?

basically everything in 1
can you download and install games partially because for example a game weights 19 gb and my sd card is 16gb
SD cards are dirt cheap now and also I doubt this would ever happen unless wup installer could read from more than one place at a time but wup installer does a check before installing if it's not big enough it will fail to install

It is in theory possible to download the full game, extract it, remove most of the content, pack back into installable format, install it (for the ticket, etc), then add the remaining files via FTP - but it's more of a thought exercise than a practical thing to do :)

Isn't there a Wii U homebrew app that lets you transfer games from your PC to your Wii U over the network?
Yes but it transfers straight to the SD card located in the Wiiu. There is no way around having an SD card big enough to hold the game.

This thread title is confusing. It seems like what you really want is a version of WUPInstaller that let's you install from multiple sources. This isn't practical since WUPInstaller verifies the files prior to installing. I came here thinking you wanted a way to download a partial file from NUS. As in, maybe you had a large file downloading and it was interrupted or stopped and you wanted to resume downloading the file where it left off instead of downloading the entire file again. That's definitely possible since NUS supports range requests in the header. I tested this extensively and it worked perfect every time.
