Have you enabled l2 chache + 800mhz clock ? I set this in Luma configuration for everytime so maybe that's it ?
Might you have "Maximum Run Speed" to 2.0x? It runs on a higher fps while it´s on, though it isn´t constantly 60 fps. At the prologue before going up against dracula it runs at 45 fps while it´s 60 fps during his battle. Though I can´t say the same for the normal game as the first room runs at sluggish 40 fps, BUT the second room runs at 50-60 fps... (I already have L2+cache on.)

Nope nothing like 2x etc. I play other games so I just started this and it runs well without any more setting.
Only turned off audio vsync and it's ok. Even regular vsync is enabled. Stable 60FPS, played more as I said I imported save game from Vita and continued so not only beginning.

Just tried the game! It is playable, seen as this type of game doesn´t require full speed to be enjoyable. The fps varies depending on where you are in the game. It´s a bit tedious with the slowdowns though, so I don´t think it´s worth buying a new console or playing the game for that matter, when it plays like this. The fps ranges from 20-35 during gameplay, but it runs better than what the low fps makes it out to be. If you absolutely love the game and can overlook the slowndowns/ slower gameplay, then go for it.
Thanks for testing! I'll agree and pass on the N3DS then. The slowdowns would become annoying.

So it's 60 fps in every area you've encountered? However I've come to the conclusion that the rom must be the reason for your fps. I can't imagine anything else. You must have a sacred rom or something.

EDIT: I'll try to play a little further into the game. Maybe there's only lag in the beginning screens? Or perhaps you haven't encountered a lag-screen yet?

Tell me or better take photo with map on screen where you have less FPS. I will go there and test it.
Just go to the first areas of the game, to be honest. I got past meeting Death and played for like tree minutes after that and it was slow all the time...

Ive only tested it for ten minutes in arcade mode but getting 55-60 frames per second even with audio on (quite low quality)

Resident Evil 2 Dualshock Edition [NTSC-U]

Crash Bandicoot [NTSC-U]

First loading screens and island map frames are very high. However, on the level itself getting frames of 50-60 even with audio on. Audio is quite choppy but overall the game is playable if you don't mind not going for all the gems, etc

High frames during intro and character selection screen. During actual gameplay getting frames of 45-60 fps. Slight improvement with audio muted
Even when showing 60 fps the fighting does seem somewhat sluggish. Perhaps a feature of the game? Doesn't flow amazingly but still playable. Just did ten rounds with Heiachi

VERDICT: somewhat playable

Tried everything and still getting unplayable 30 frames.

Really high 80-100+ frames during intro and loading screen. Actual race in league mode was 60-70 fps. A bit manic but that's the style of the game... I think.

Tried Frame Throttle Maximum Run Speed 1.0x to cap it around 50-55 fps

Sound works but as usual is low quality. Turn off to slightly improve playability

VERDICT: Playable

Spyro the Dragon [NTSC-U]

Getting 60+ fps during gameplay with the above settings. Only played around for 10 mins getting a few dragons and gems plus went to another level. Frame rate can go up to 70+ and be a bit crazy. When trying Frame Throttle Maximum Run Speed 1.0x caps at 50ish fps

Audio is very choppy so perhaps better turned off. Didn't see any change in frame rate though turning it off.

Runs so much smoother than Tekken 2. Solid 60+ frames
Only issue is that the stages don't have background music? Some sort of track issue with my eboot perhaps? The characters still make noises as does the main menu

Frames from anywhere 30-60 fps. Graphical glitches, I.e. Background images pop up and block usual image. Really poor sound. Is somewhat playable but I'd probably recommend not wasting your time
