I've tried both but the game still have the same problem.
I also found this in another forum dedicated to the system:
Decap Attack has a buggy gamepad routine, I previously has trouble emulating it correctly
the problem is that it set the I/O Control ports in a way they shouldn't be normally set for gamepads (a normal game would write 0x40 into the Control port, this game alternativately write 0x00 and 0x40) then read the Data port...
it works on the Genesis because of the way the I/O chip is implemented, but most probably the I/O chip in Nomad is not designed the same way
I really hope this helps in some way.

i tried Sonic CD european rom & the japanese rom.it won't play mp3 files on Sonic CD (Eu/JP) instead it plays USA Tracks.after that i tried Sonic CD (USA) rom that fixes the music problem & the intro cutscene is lagging a little.
Something odd - this Sonic 3 and Knuckles ROM hack doesn't function past the file select screen.
Its Sonic 2 equivalent does, as does vanilla S3K.

It's just about the only place I can link to - and the Sonic ROM hacking community has taken a habit to just sharing ROMs instead of patches.
Been super busy this week. 
I'll try to get the region setting done once I have some time available. As for the other 32X crashing bugs and ROM hacks stuff, I'll take a look at those much later.

About Sports Pad Soccer for the Master System: might the fact that it doesn't respond to controls have something to do with the fact it supports this particular peripheral? Not sure if Picodrive ever supported it, though, so if anyone more familiar with Picodrive's peripheral support can chime in, please do so

Or, I also heard that if you use flash memory, it can act as more "RAM" at least windows tell me when I stick a flash drive into it. -
