Yes, looking at the files was enough to tell me that a glitch like this SHOULD exist.
All of the code is there but the costumes are missing, that's why Mario transforms into small Mario.
Adding the costumes back would require changing the code to add the mystery mushroom back to the palette and make it functional, AKA ASM.
Hint: Nintendo's ASM code is horrible.

If you're on o3DS/2DS, not at the moment, no.
If not, you can compile the modified romfs and use that with hans.
Super Mario Maker (along with others, notably Smash Bros and Pokemon Sun/Moon) use an "extended memory" mode which is currently incompatible with HANS.
For o3DS/2DS users:
Just get a romfs, extract it, replace the files with the mod, repack, convert to .cia, install it.
For n3DS users:
Just get a romfs, extract it, replace the files with the mod, repack, use with hans.
For Wii U users:
There are multiple ways...

EDIT: i'ill try to extract the romfs to use on HANS first (since i got a new3DS recently) if i don't manage to do it i will post an "EDIT 2:" asking for help

Or, I also heard that if you use flash memory, it can act as more "RAM" at least windows tell me when I stick a flash drive into it. -
