I need to find out the cheapest working flashcart for my friend, who is interested in one. He doesn't have much cash though, and would like the cheapest possible, however I would like to know one that actually works fine and doesn't risk the DS like many of the clones.

yeah, the n5. it costs about 14 dollars and it can run an decrypted R4DS firmware. It comes with a cheap sticker, but it looks really cool cuz it is black.. i tore off my n5 sticker! it looks, acts, and plays like the R4 so just get it!

Lol. Sometimes I think the same thing.
 
If you are looking for the absolute cheapest flash card for the DS. Then the N5 is probably the cheapest one you will ever see, as it sells on DX for only $13. However you pay for what you get and the N5 is full of glitches and errors. So I would get a AceKard 2 or TTDS, because those are moderately cheap and work fairly well.

Real friends don't let friends buy the WRONG flash cart. Tell him if he doesn't get the right one you're going to laugh at him.

Add if he hasn't got enough money right now, it's possible a bucket of water and some cloths and several cars later can fix that eh. He just needs a sign, "Help a responsible lad earn a few bucks to buy himself something rather than bugging his folks for the money". That line alone likely will be plenty to get more than enough car washings to buy a CycloDS like he really wants in the first place.

EZflash 5 Plus is only like $19 at dealextreme, hear its a good cart and price is rather cheap if you wanna wait, i've waited about 3 weeks for my EDGE so far from them, it should be showing up this week hopefully (I already recieved my 64MB PS2 mem card on the same order so can't be too long)!

I would disqualify N5 as dangerous. If it burns a fuse in his DS (as reportedly has happened) then the N5 could be the most expensive!
I would disqualify anything currently available that says "R4" anywhere in the name because it has no future value.

I find the DSTT from DS to be the cheapest reliable card, and anyone that can wave bye-bye can use one.
The AK2 may be better in several ways, but it is not as easy for a novice to use as a DSTT or (my favorite) EDGE.

I would follow IOwnAndPwnU's links.
