Yes, I've used the Ultra Sun plugin to hex-edit. However, can CTRPF be run without a plugin? I can't seem to find a plugin for EUR Fire Emblem Fates Birthright (179500), is why I ask.

There should be a blank plugin file which allows you the use of the hex editor without needing a actual game plugin yes.

A tool to easily edit the SYSCONF file. Of Course it'd need like a million warnings about how dangerous it can be to edit that. Personally, I mainly just want to edit the list of synced Wii-Motes. For OCD reasons

I mean it's already been done before, FBI used TinyDB, It could be possible to download from here.

again, it used a PC server to gain access to that data. What your asking is a homebrew method without any sort of pc access what so ever.

since this thread revived: i don't know if possible, but an overclocking utility, all i've been able to find is being able to switch to n3ds speed on games that dont natively support n3ds speed, im talking about bumping it up beyond n3ds speed
