There are tutorials of these on the Internet, but they are afraid of being banned from the console, they have a lot of human verification and they are very complicated.

Yes that believes this thread to know yes'existe such simple tool and not tar looking for Internet tutorials with much human verification and with complication.

It is because the games of the Nintendo eShop are paid (because of the current president of Mexico, Andrez Obrador Lopéz) and I need this tool to buy them for free thanks to the Nintendo eShop Cards generated with any such existing tool on the Internet.

If you are asking for a tool that generates eShop codes like adding money, then no and it's not possible to do so. Even if there was, it actually would be against the rules to share as the function of such a tool would be fraud.

This is completely illegal you know.
The generated Wii Points Card Codes work that entered in the activation number, works at 100% and does not give bans, I doubt very much in the detection system of the Wii Shop Channel is poor and that is why the Wii Shop can not detect a purchase fraudulent with the eShop, although this functionality of the Wii Shop Channel was removed on March 26, 2018.

yes we talk about the Nintendo eShop, when it is time for a purchase verified as fraudulent, the console and the NNID are bans, the only way to do it is through homebrew.
