Before anything, I never really post anything on here so sorry if I make any formatting mistakes or the like.
A few minutes ago, I was going through fbi and the default data management section of system settings to delete some games that weren't loading properly (they would be stuck on the red 3ds screen after launching them forever).
After I was done deleting the games, I went back to the home menu, and everything other than the pre-installed 3ds games such as system settings and mii maker, as well as my dsiware games were gone.
I've tried reinserting the sd card, updating luma, and updating b9s. The games and homebrew applications still don't show.
If I go into system settings and view software in the data management section, the system is able to recognize that things like homebrew, fbi and anemone (new themely) are installed.

\/\/\/ MORE DETAILED, NON STORY DETAILS \/\/\/
SYSTEM DETAILS:
- New 3DS (not xl) NA version
- Update 11.8.0-41U
- Luma v9.1 (supposedly) installed
- Using a 32 gb Lexar microSD formatted to FAT32
SUMMARY OF ISSUE:
- When I turn on the 3ds and the homescreen shows up, everything other than the default 3ds applications (system settings, mii maker, face raiders, etc. and a few dsiware games are gone.
- All homebrew Apps including, but not limited to FBI, Homebrew launcher, and Luma updater, as well as all of my previously downloaded games from the eShop (excluding dsiware games) are gone from the home menu.
- I can't access homebrew by selecting: switch the hb. title to the current app, via the rosalina menu on app/game installed.
- System Settings can't detect ANYTHING about the sd card under System Settings -> Data Management. It just shows a message saying "There is no accessible software data".
STEPS LEADING TO THE ISSUE:
- I was trying to launch a few games like birdmania 3D and Legend of Zelda: Oracle of ages, they would be stuck on the loading screen showing a red 3ds screen forever.
- After backing up the save data for the games that weren't launching, used FBI to delete the titles and tickets of the games I knew weren't working so that I could re-download the games and restore the save data.
- After deleting the titles and tickets, I went back to the home menu and the issue began
SUMMARY OF WHAT HAS BEEN ATTEMPTED TO FIX SO FAR:
- I've tried accessing homebrew through the rosalina menu, when I launch the app I inject homebrew into, the apps just launch normally. No results.
- I've formatted the sd card, copied my files over, and re-inserted the sd card, no results.
- I've tried to do an update of b9s, no results.
- I've inserted the sd card with VANILLA FILES ONLY, no results.
OTHER DETAILS:
- Earlier,
- the sd card shows the same behavior and shows the same "There is no accessible software data" in the data management -> 3ds -> software section of system settings on 2 other 3ds', a 3dsxl and an original 3ds. (both non cfw)
- I am able to download games from the eShop onto the sd card and play them, but without the save data backups loaded from the sd card (they aren't detected under System Settings -> Data Management -> 3ds -> Save-Data Backup).
