A decent list would be just something relevant or to complete a franchise imo my list is.
Considering all characters from smash4 return (dlc included) along with inklings here is my list.

Black shadow fzero needs another character i would go with the villain rather than samurai rival.

Ridley/villain from metroid prime 4? Metroid needs a renowed villain since we already have 2 samus and 3rd one called dark samus would just be way too many samus lol Samus,dark samus,zero suit samus lol.

Pokemon rep from upcoming switch game Someone that looks cool and has potencial deiferent moveset, like metroid prime4 we have no info if there are new characters, new pokemons or whatever.Probably have afew new pokemons and i bet afew of them could be cool.

Bandana waddle dee kirby friend appeared playable in alot of games and it appears again as playable in kirby star allies and his moveset would be interesting since he has a spear we so far have no spear character yet.

Wolf starfox felt complete with falco,fox and wolf, no idea why he was removed, 3 characters for starfox seems fine and complete.

Waluigi it makes perfect sence to find a partner for Wario and a rival for luigi and with his body and attitude it could make a preety fun moveset.

King k rool/morse boss from tropical freeze DK needs a villain to fell finished, only dk and diddy seem to be missing an enemy imo.

Arms REP seems a wasted oportunity to not put a new fighting ip character here from nintendo.

Ice climbers they were cut because of 3ds limitations, most unfair cut ever lol.

Xenoblade 2 character because relevance imo and shulk needs a friend.

since they are avatars to me having a slot for avatars just sucks imo or irrelevant now.

FE avatars robyn and coryn(srs we dont need 2 avatars playable they should just cut this 2 avatars and put a new FE character from upcoming FE switch and actual character not your avatar)

wiifit trainer( i dont see switch having this game since the console needs to have portability so wiifit seems to be dead due to the console concept since you wouldnt carry around a balance board would you? lol so not relevant and another avatar character)

jiglypuff even tough im a huge pokemon fan jigly lost his relevance since the anime switched away from kanto lol and pokemons need to control his reps with pikachu and mewtwo and charizard for gen 1 is already way too many generation one reps.

Considering the new Pokémon game is unlikely to come out before Smash, I'm gonna assume the new mon representative will either be one revealed relatively soon before launch (maybe an unevolved starter?) or we'll get them as DLC afterwards.
