Homebrew install.cia Issue

1. open nasa on the home screen
2. Download FBI.cia
3.after it's done downloading go home and it should be there

1. are you on Custom Firmware?
2. Or are you just on userland homebrew

no, I did this through luma rosalina
ok turn the 3ds on and off. On your homescreen there should be NASA.... or FBI
 
I can access homebrewhomebrew, because I don't know what custom firmware is

I have both on my home screen. I simply have FBI in a folder
 
so I can add .GBA to my 3DS. in order to do that I have to have a cia folder; which I don't have

You don't know how to make a folder?
FBI isn't going to do it for you, I don't know what makes you think that.
There's 3DSXplorer if you need a file explorer on the 3DS. It can be installed from FBI's TitleDB.
But it doesn't really matter where you put the CIAs, FBI can install them anyway.

I want to make sure if something. When you hold down L+DOWN+SELECT you enter the Rosalina menu correct? Do you enter fbi by launching it on the home menu or by entering the L+DOWN+SELECT menu and injecting it?
