I think he means dvd (movie) iso's.

I took, "i have never tried that but i know that you can play movies off a hard drive like avi files and other formats so i just thought is it possible to play a iso file if it was put on a external usb hard drive could it be played onto a tv"
as an open-ended question, like "I can play movies, but can I play other files?"

What do you mean, OP?

Get a Raspi with Kodi.
Which is why I said it would depend on the tv and what apps it can run... my 4k Sony has Kodi installed and (although I've never used the feature) can run disk images. I do have an external 1Tb drive hooked up with movies on, and it runs everything I throw at it, including Video_TS folders (which are as close to iso's as I've needed to run).
In terms of other iso formats; I've also got Retroarch installed on my tv, so again it can theoretically run iso's for the cores that support disk images.

If you mean Dvd .iso's, I'm sure there's a program that can burn the iso to a disk that can be read by a dvd player.

If you mean game .iso's...

1. Plug tv to pc
2. Load up emulator
3. Drag emulator to tv
4. Load iso
5. Put emulator to fullscreen
6. ???
7. Profit

These are my takes on the situation, but I (and nobody else, it seems) understands what iso's you're talking about. Please explain further, and they can help you further.
