The title that now says do not touch?
Not quite. when you turn on your wiiU ColdBootHaxChi displays a message about autobooting. When you see that message press the SYNC button on the WiiU. You will then get a menu where you can now choose to run the homebrew launcher. Then load wupinstaller y and install the homebrew channel. That is what I did last night and it worked with no problem.

If it doesn't want to install, perhaps your copy is corrupt, so re-download the files again.

Yes, you can run that. The message is simply there for when you're in Data Management, warning you not to delete or move it to USB. It is perfectly safe to run it from the menu.

Or you can do what @eroz76 said and reboot your Wii U, press the SYNC button on the CBHC menu, then launch HBL from there.

Use Mocha CFW, and install the latest version. You don't need a fw.img file, and Mocha will just disable signature checks and patches; on your system nand.
Its all good now. I have coldboot haxchi install as well as the homebrew launcher installed as a channel. I looked into mocha but I don't believe it lets you disable signature checks and patches at launch which is why I like coldboot haxchi. I also wanted easy access to the homebrew launcher from the dashboard so yeah anyway its all good now. this thread can actually be deleted for any admin who reads this.

Meh, Mocha does actually disable Signature checks for software. Hence why you're able to launch the HBL.

I know mocha does that. Im saying i prefer coodboot haxchi because it does it all as soon as i turn on the system. with mocha I still have launch it every time i turn on the system. If it can be launched automatically at startup like coldboot haxchi then by all means id love to know how but from what I've read it doesnt.

Understandable, but I don't have the requirements for haxchi or redNAND; hence why I'm using Mocha, for the time being.

You can use both CBHC and Mocha at the same time. I've been doing that.

ok but whats the point of using mocha and CBHC id CBHC is already loading the cfw doing what mocha does. Thats how my setup is anyway
I'm not able to use a CFW, or emunand that is. Since I don't have a 64GB SD Card at the moment. But, I prefer Mocha. I'm even starting to work on a fork of Mocha, maybe I'll release it in the future.
