no, it is not. the FBI_inject_with_banner.app-file is put on the root of the card. my Decrypt9 folder is inside my 3ds folder. is that wrong?
Yes. Decrypt9 uses the Decrypt9 folder as the working directory and that's where it dumps stuff (this is why it dumped hs.app to that folder). You should have a Decrypt9 folder on the root of your SD card. Put the FBI inject app thingy into the Decrypt9 folder (the one on the root of your SD) and try it again. Alternatively, if your hs.app was dumped to the Decrypt9 folder in the 3ds folder, put the FBI inject app thingy into that Decrypt9 folder and try again.

Honestly, I would downgrade first since at t hat point, you can back up your nand that still linked to your NNID.
Then system format to unlink it afterwords.

You shouldn't have to, as the Nand is same as before. Rather, you can have your emunand replace your sysnand and that works.

Need more info. So are you on 9.2 after downgrade and trying to go into HBL?
why not use broswerhax? Your error could be you are using 9.9 payload and not 9.2 payload after downgrade.

I don't think so based on Ntag chip required.
You can buy Ntags for for about $1 to make your Amiibo cards or find ways to unlock Amiibo contents via plugins

Thank you

On my RxTools 2.6, 9.2.0-20U, O3DS EmuNAND I just finished injecting FBI into the Health & Safety app. Inside the app, I go and try to install CIAs (from that site) into SD mode and it doesn't install... Any ideas?

Error Message:

Install failed!
Could not install app.
Raw Error: 0xc8a0802b
Module: AM (0x20)
Level: Status (0x19)
Summary: Invalid state (0x5)
Description: Database does not exist (0x2b)

On your SD card, open the "Nintendo 3DS" folder.
It should look similar to this:
Les2.png

The folder with the smallest size and random numbers/letters belongs to your sysNAND. It is your sysNAND's ID folder.

Go back to the 3DSCFWKIT folder, go into the Tools folder, and copy the dbs folder to this directory on your SD card:
SysnandIDFolder/RandomNumbersAndLettersFolder/

If there is a "dbs" folder already, you are probably in the wrong ID folder! Do not touch any existing dbs folder or you may lose your data (you can always restore it from the SD card backup we made though).

The dbs folder goes beside the existing "extdata" folder like so:
Z9cK.png

It is normal that the two files inside the dbs folder are 0KB!

Lastly, boot up your 3DS/2DS (into Sysnand, not Emunand) and go into System Settings —> Data Management —> Nintendo 3DS —> Software. It’ll ask to reset or repair your software management information or sd card, so allow it to do so.
Here's the dbs folder:

Ntags?

Wouldn't it be possible to patch it so that the amiibo data on the SD card is auto detected? I'm talking out of my ass here though xD

If you mean arm9loaderhax, then yes. You definitely need to downgrade.

But won't that link the NNID to a 3DS that doesn't exist (the NAND file) and make online and eShop not work?

Who told you that you wouldn't be able to use eshop on emunand?
I think one of my past attempts to downgrade + CFW resulted in me backing up my sysNAND and cloning it to emuNAND, leading to my NNID being linked to 2 3DS's. So could I back up sysnand, format it, and then restore the sysnand backup to emunand and it will work?

If you follow the proper steps, you should be able to have an almost empty sysnand and
an emunand on 10.7 with all the content you had on sysnand with access to eshop

Is there any "proper steps" guide like the extremely detailed A9LHax guide? I really don't want to mess anything up and lose all my stuff.
