In all seriousness though, yes, that screen could probably be changed but I guess nobody is going to put an effort into doing it because, let's face it, it's absolutely unnecessary

So are a lot of things. Are splash screens necessary? Are custom booting animations necessary? No but they exist anyway.

They exist because they don't involve modifying any actual 3ds system code and thus are pretty easy to do.
