Hardware Legit CIA install, then update??

My cousin has bought a 3ds xl on 8.1. I was wondering if I could use RxTools to install all the US legit CIAs on sysnand, then update his console so he can use eshop? Would that work, or would the CIAs dissapear. He wants the free games, but still wants to be able to purchase games from eshop.
