Is this offer still available? I remember about a year ago a friend loaned me his Xbox 360 and I was given an offer for registering my email over xbox live and getting 1 month for free. Is this offer still available? I currently don't have a 360 so I can't check but I hopefully will in a couple of weeks.

If you register as a new one on xbox live then yes!

It does. When you create an Xbox Live Silver(or as it is called now by the new dashboard "Free") the Xbox prompts you towards the end to choose whether or not you'd like to use a free 1 month Xbox Live Gold trial. You can do this up to 3 times.

when creating an account, select that u want silver, and u will be told u are eligable for one free month.
