Won't show haxxx wifi when booting into safemode

I am currently trying to homebrew my 3ds however whenever I boot into safe mod to change the proxy settings of the "haxxxxxxxx" wifi connection (the one I am supposed to see) it just isn't there. Also, in tutorials I see people have the luma config screen pop up later. I keep getting the screen to show whenever the file is put in. I am unaware if this is me being dumb (which it probably is).




Apparently, it was what I thought it was. Me being stupid. Appreciate the help!

If you see the luma config screen then you're needlessly trying to rehack an already hacked system.
