Hacking Will my Flash 2 Advance card boot up on DS Lite?

Do I need a Passcard to boot up a F2A card(to play GBA games) on a DS Lite? I'm thinking of buying a DS and an R4DS. If I had an R4DS could I boot up the F2A then?
