I'm no expert, but i'll try my best. It appears that Nintendo sends said notifications to any 3DS/2DS that's connected to spotpass, however, 'Tendo never actually stopped autosending the notifications. Yep. If you purchased a New 2DS XL right now and set it up, you would receive notifications for games that were 5 years old. I'm not kidding.

I'm no expert, but i'll try my best. My 3DS is a Old 3DS XL

    I don't have a wii u anymore to test it myself, but if homebrews are not visible on the wii u menu I think you can press L + R + minus to open the plugin menu, there should be an option called "homebrews on wii u menu" or something similar
