What is the tool to format Micro SD and What is the tool to check if the Micro SD is not a fake.
 
FAKEFLASHTEST.exe and h2testw.exe check if the Micro SD is not a fake.
format to exFAT standard win7 formatter.

Seems like you have a ~12GB card on your hands, not 64 :P
 
Is there a way to make a size limit to 11GB.

You can probably use a partitioning tool to make a primary partition that's about 11GB and leave the rest of the fake "space" unused. Dunno if there's any way to make it recognize the true size.

pretty much this, such use a partition manager (like the one on linux, since the windows tool is kinda limited on this stuff) resize the partition to 11 gb and done...
