Why don't you start by telling us about what you hope to accomplish by decrypting a 3DS ROM on a PC? And what you've found out so far by Googling? Please tell me about a tool for decrypting 3DS ROMs on a PC.

Next time, why don't you start off with a clear description of your problem and what you want to accomplish?I would really appreciate any advice you could give me.
If I'm not mistaken, these things use some form of compression that effectively makes it impossible to meaningfully edit them without unpacking them first.I am looking for a tool that can decrypt a 3DS file as a single file, without needing to unpack or split it first.
If you apply a cheat with layeredfs, that's also going to work with individual files. My goal is to modify values within the ROM to enable cheating without using cheat codes; however, many of the tools I’ve found split the data into multiple files
If you're the one who is applying the changes, why do you need to review exactly what changes were made..?Also, working with a single file makes it easier to review exactly what changes were made later on.
