ROM Hack What do I need to modify a NDS game?

I'd like to tweak a very minor thing that annoys me in the Pokemon games and was hoping someone would point me in the right direction, I assume since there was a full translation of Black and White that modifying a Pokemon game doesn't affect being able to wifi and trade and such with unmodified versions?

I just want to change the name of one attack move.

There are plenty of tools out there for editing Pokemon games, and most Translation teams share the names of the tools they use. Some teams even share the file contents (example: "072.bin = menu names"), from there it's just learning basic ROM "hacking" (unpack the game, decrypt any files, edit, re-encrypt, re-pack).
