Probably because they didn't even used the right downgrade region file.
For people know, TWN region = HK region. So it's GW's fault that they didn't provide a proper TWN .DG file for HK consoles.
If TWN region != HK region, then it's GW's fault either - they missed providing HK .DG file.

Hong Kong uses U region from america, they should have just checked their system settings before trying something stupid.

Why the hell would you use TWN file for HK devices?
You can't blame Gateway for this... :) Maybe they should have wait for proper HK files instead of using other files ;)

How come it could be that? HK console's interface is in Traditional Chinese.

Oh, and USA and EUR are both using Latin based letters and both contains the English language?...
That doesn't mean EUR can use USA files :)

It's nothing wrong with me since I just reported what happened on other people.
Then, TW = HK because HK 3DS's FW is x.x.x-xxT. So it's nothing wrong with those people who didn't try downgrading with CHN .DG either.

typically hong kong falls into the same weird USA-Asia region same as malaysia and singapore. it's the reason superufo can sell US consoles below american retail.

Even if the firmware is x.x.x-xxT?
If a player doesn't know Chinese, he can easily buy USA consoles/games since both HK government and Nintendo HK don't control that.

I don't really understand, there are 2 separate downgrade packs, CHN (for Hong Kong) and TWN for Taiwan, I don't see how it's their fault that people with CHN consoles used TWN dg packs.

So what is going on

Nope, just people who needed to use CHN dg packs used TWN packs.

GW hasn't replied for it yet.
For my guess, it would be 1 or 3 (something like that it ought to be proper but the hash is wrong, etc.)

Nope, just people from Hong Kong (CHN) assumed that they need to use the wrong downgrade packs.
CHN console's firmware is x.x.x-xxC.
HK's is x.x.x-xxT.
TWN's is x.x.x-xxT either.

So I don't know whether TWN and HK consoles could be different.
BTW, I haven't received any TW player reports about the succeeded downgrading.
