Hardware want to buy new 3ds LL pearl white, how to bypass region lock?

Is it possible to bypass the regionlock on the new 3ds? I want to buy the white one, which is available in certain regions only, but not NA. In the end, I am going to get a flash cart. Does this mean that the regionlock is automatically bypassed? If not, is there a way to do so? Will I lose online capability? I would like to know how to bypass the regionlock (if possible) even if I don't use a flash cart too. Thank you!

And if you make sure to get one on <=9.2 you can even region change it permanently (risky without a NAND mod in case it goes wrong), make a region changed emuNAND (safe) or use one of the available CFW to get region free through that, which works infinitely better than RegionFour.

This sounds complicated, but I am willing to try it... How can I guarantee that its gonna be <=9.2 tho? Also what happens if it fails? Can I play region free (online) using a flashcart?

Region changing is pretty complicated and I wouldn't recommend it if you have no need for accessing other region eShop. CFW is relatively simple. You'll need Cubic Ninja though.
https://gbatemp.net/threads/n3ds-xl-firmware-by-version-number.381479/ can be used to find which consoles are 8.1-9.2 but you'll need to buy from a seller that can check the serial number for you. Which might be tricky seeing as you are buying a JPN console.

Well, that complicates things. RegionFOUR will still work. White looks pretty bad on consoles anyway IMO I had a white 3DS XL (because they were the easiest to get on 4.x thanks to the MK7 and SM3DL bundles), never cared much for the color, and this one looks very similar. It's such a boring color.
@Tzheng I would just get a hackable limited edition XL instead, the MH4U limited edition looks pretty sweet.

You have to check the serial number against the list I linked previously, it's the only way to be sure the firmware is low enough short of actually trying the 3ds out.

So i've got a question that goes along with this one =)
What is the actual difference between the consoles locked to different regions if I'm using the gateway cartridge? Will i be able to change the system language? Am I gonna face any other problems?

I know you want a new LL, but I bypass the region dealio by using a japanese O3DS on 9.4 with a gateway cart. Just alerting you to options.
