Yup, install anything you can.

I saw in your first post that you wanna change it to English now... You might not want to do that since installing the 4.2 firmware for any other region WILL brick your console. 4.1 or below should work, but if you ever updated to 4.2u/e/j or beyond you'd get to kiss your console goodbye.

the homebrew channel - can be installed
DVDX - can be installed

um, either i missed a part, or he never installed a cIOS.

Kinda would stop backup launchers from working.
Looks like that's the problem right there. XD

So yeah, do the steps here and THEN try running NeoGamma:

If it still doesn't work, then the problem could be that you've got the new disc drive that doesn't read DVDs. USB loading should still work, though.

I wouldn't jump into cioscorp quite yet, though I guess you can install that if you really want to. It'd be good to be sure you've got NeoGamma fully functional before going in that direction. After all, cioscorp won't do you a bit of good if you really do have the disc drive without DVD reading capabilities.

the installer loads ok
but when i select ios 36 or 249 either via online or network install it errors

reading "IOS38-64-v3610.wad", please wait...
ERROR! (ret = -1)

if your wii got the latest drive "d3-2" your out of luck. you cannot play backup on disc. but you can play your backup on wbfs drives. just use a USB loader. And even if your drive is the old D3, you'll still need to region change that korean shit. even if you have a backup loader.

hmm, your IOS36 isn't trucha bugged most likely.

Try using truchabug restorer

he would still need a cIOS installed.

So he has to do a region change before a loader will work? Why's that?

Also, he already TBR'd the thing a while back, so I'm not sure if that's the issue.
