Gaming Valkyria Chronicles 4 true ending unreachable

According to a number of websites I've looked at, to unlock the true ending in Valkyria Chonicles 4 you have to do the following:
- Buy "Interlude: A Steamy Ceasefire"
- Watch all the cutscenes in it
- "The Promised Aurora" will appear in chapter 13
- Watch it
- Hard mode for the final battle will unlock
- Complete the final chapter in hard mode

For some reason the cutscene "The Promised Aurora" just doesn't appear for me. According to this guy, the same thing happened to him. Have we missed something or run into a game-breaking bug?
