Yes, very possible. However only a select few people know how to do it and no one will do it for you. It's not even worth asking.
 
I'd imagine it would make it very very easy to steal other people's work
Its a flipnote from back when hatena was still online, I dont see a problem with unlocking it after all these years

maybe transfer the dsi flipnote to Flipnote 3D and do something with it there? but I dont know if locked flipnotes are transferable
 
If you are able to unlock a flipnote, you could change other thing about it. EASILY.
The community would be ruined.

Open the flipnote into a hex editor, locate offset 0x0010 then change the hex byte "01" to "00".

But you have to sign it, otherwise it says "File is corrupt". Do you really think Nintendo is that dumb? there is an RSA SHA1 hash
 
When I did this last time with one of my flipnotes, it didn't come up with that message.

Its editing and saves a PPM correctly so it can be played on a real DSI Hardware try it yourself you are free to use that tool

Okay it doesn't work, so you was right there. I suppose I didn't modify the flipnote with a hex editor but instead use another tool, it was so many years ago that I can't remember it.
