Hacking Unknown save files?

So I have 9 games, 1 app, and 1 installed CIA that I use on my gateway/3DS currently. All 11 of those have accounted for sav files. But I have 2 unknown on my SD card as well. Is this normal? These IDs have no data either.

0C8700

Where do they come from? They always come back when I delete them also. Everything I actually put on my 3DS is accounted for. Are these some kind of extra data or something?
