The offline installer is only intended to just install themehax if you haven't got it already as the online version errors trying to install it. That being said you *could* put your ropbin payload into the "otherapp" folder inside the installer folder. That may allow you to install the 2.5 version, otherwise just follow the instructions here.
I tried this, but it doesn't work:

Loading info from the otherapp payload...
Failed to parse the payload: 0xfffffffb.
Install failed: 0xfffffffb.
START - exit to hbmenu.


I got it to work for v2.1 (following the instructions with offline themehax v2.1).
But I can't update any of the files (with my version) without it failing.

So is there any other way to update ThemeHax v2.1 to v2.5?

@Pandaxclone2 just a friendly suggestion, but if anyone comes seeking to install themehax offline without any other entry point, but have browserhax availible, you may want to link or make a notice about this post in the op.

Instructions are only for Old 3DS however since that is what I own...

I got that same error as well, however when I put the ropbin payload onto the root of the sd and followed the steps from this post (https://gbatemp.net/threads/tutoria...-themehax-manually.400784/page-7#post-5760177), I was able to launch hax2.5
Ahhhh. After re-doing everything, I got it to work.

I deleted all the boot files from the root of my SD card. I re-downloaded 'ropbin' for my version.
Renamed it: menuhax_ropbinpayload and put that file into the root of my SD card.
I also put the 'boot.3dsx' file (downloaded from here - screenshot) into the root of my SD card.

That did the trick.
I can now load v2.5 Homebrew Menu (green light flashes when loading & I can put my 3DS to sleep by closing the lid. When I re-open, it opens up fine. So it doesn't get stuck on the black screen).

I downloaded and installed the offline theme installer (link in the original post).
Even though that installs v2.1, updating the files (as shown above) manually into your SD card does the trick.
I used the browser exploit to make my old 3ds 9.9.0-26E open up Homebrew Launcher.
Edit: Make sure you DNS isn't changed. If it is, delete the internet connection and re-insert all the details. Clear your cookies and cache from your web browser. Make sure your game cartridge is out (when it is in, it never works for me).

I've noticed one major issue with v2.5 compared to v2.1.
v2.5 seems to fail a lot more than v2.1.

v2.1, it would work nearly every single time (fails like once every 10 tries).
v2.5, it only works once every 5 tries. That's far lower. Although the added benefits means I'll probably stick to v2.5.
I hope the compatibility/stability is fixed further...
 
I had a compiled custom themehax and now I'm not able to use it.
I cannot reinstall it with 2.5 (at least via browserhax)
 
I can't seem to get themhax to install at all, I either get an HTTP payload size error (when using 1.2), or if I use the git build I did, it refuses to install it with "Failed to parse the payload: 0xfffffffb". I didn't have themehax installed before at all, and am currently using ninjhax. I reinstalled ninjhax and redid everything, so it's now using the 2.5 payload at least (sleep works now). Is it possible to install themehax? I'm on a N3DS 9.8.0-25U

You do not need to install v2.5 (offline version for V2.5 is currently not available & online/wifi needed version doesn't work at the moment).
Just make sure you have v2.1 installed. Then do what I said here:

Should I download the ropbin and name it to menuhax_ropbinpayload.bin even though I am on New 3ds?

Please do rename it to "menuhax_ropbinpayload.bin" and try that. If it works I can revise the tutorial.

Yes. Rename the 2.5 ropbin after the name of your old generated-by-themehax ropbin.

So, we're still gathering info about this, but it seems as though Nintendo has killed browserhax on FW 9.9+

This is really big/bad news for those who still haven't managed to install themehax or do not have the entry point of Ironhax/OotHax/Ninjahax

I got the browser hack to word today.
I used old 3DS 9.9.0-26E & my friend got it to work on old 3DS 10.1.0-27 U just yesterday.

So I don't think it's patched for users under 10.2. Not even sure how Nintendo can patch the exploit, without forcing users to update if they want to use their 3DS web browser.

I also have the same FW (but U instead of E) and also installed themehax today, but Nintendo killed browserhax JUST NOW as in, barely a few minutes ago.

But wasn't Themehax already dead on 10.2? So staying between 9.9 and 10.1, you have a dead browser too since at the moment you can't launch without update snag.
 
You can actually still use the browser on some FWs, I can still use mine without the update nag (although ever since tubehax was released I've been using their DNS and have not changed it since), however, while the browser works, browserhax no longer works, now it simply errors out and exits the browser.
