Just use the Trucha Bug Restorer exactly as this video shows:

rename the .dol file to boot.dol, put it in a cIOS installer folder, put that folder in your apps folder which goes in the root of your SD card. (Do that for the Trucha Bug Restorer but in a Trucha Bug Restorer folder instead of cIOS installer folder.) Then run it through the HBC, select IOS36 to use and then follow the prompts and then select network installation instead of wad installation.

Then just use whatever usb loader you want to use

You can launch it from the HBC the same way as the other two by using the .dol files those come with and renaming to boot.dol the same way and just go with that, or put the .wad file for the channel/forwarder in a "WAD" folder at the root of your SD card then get Wad Manager 1.4 and run that through the HBC and choose IOS249 and install that wad. Then you will have a channel on the system menu for the loader.
