After getting more curious on how to "correct" the inverted C-stick in games ran though Dosbox/Retroarch I stumbled across the following area of Retroarch...
Tap lower right,goto Settings, goto Input, goto Input User 1 Binds
Scroll all the way down to see the following settings
User 1 Right Analog Y+ -3
User 1 Right Analog Y- +3
Do you see the inversion? Press A to change each value
For the first, Y+(down), press A, then "Pull" down on the C stick, value should go to +3
For the second, Y-(up), press A, then "Push" up on the C stick, value should go to -3
Mouse movement will then be "normal" instead of inverted mouse and helps suit my preferences.
