Here's a little bit of context
So, here in Quebec, we are in election period
And, like in every election, there are TV debate
During that debate with leaders of all main party, they were taking question from public
That woman asked question about public elder's residences (which are pure nightmare here)
So, leaders debated for like 5 minutes, without saying anything really interresting
So the animator asked the woman "Well, madam X, did that answer your question?"
Which she answered "Not really" (Pas tellement in french)

Since then, it became a meme in Quebec
I saw it a couple of time on Quebecois facebook page and such
Hell, they even made a remixed music out of it

"Pas tellement", shouldn't it be translated more as "Not that much" ?
"Not really" would be "pas vraiment" in french.
